MEETING MINUTES
August
2-3, 2007
DAY
1
The
meeting was opened by Chair Joe Warren at 08:20. Thanks were offered
to break sponsors Applied Biosystems and Promega. Additional thanks
were offered to our vendors.
Dennis
Loockerman, Assistant Director of the Texas Department of Public
Safety Regional Labs, and Gary Molina, Texas' CODIS administrator,
reported on Texas' 1000th State CODIS hit and offered additional
CODIS successes and statistics.
Brian
Wraxall of the Serological Research Institute presented a forensic
history from 1964 when electrophoresis protein analysis was first
introduced into forensic serology, to the "Starch Wars"
multi-system approach in 1977 to 1978, to P30 detection methods, and
finally to the DNA methodologies used today.
Dennis
Reeder spoke about the Quality Assurance aspects of DNA. He covered
the use and development of NIST DNA standards and ISO standards
Business
Meeting:
The
AFDAA business meeting was called to order at 10:50 by Chair Joe
Warren. Taking the meeting's minutes for Secretary, Aliece Watts, was
Carolyn Van Winkle. An announcement was made regarding the passage by
the AFDAA membership of the new membership levels, definitions, and
requirements that will be posted on the web site.
George
Schiro presented the new membership application form. After a
discussion initiated by John Kresbach, it was determined to be
unnecessary to vote on approval of the application form. A motion
previously made was withdrawn and the application form was approved
by Chair Joe Warren.
Vice
Chair George Duncan reported that there were more than 60 new
applicants for membership. Qualifications were verified and the
following applicants were introduced:
A
motion was made by George Schiro to accept the applicants who were
in attendance for membership. John Planz seconded the motion. The
motion passed by voice vote.
Nominations
and voting for Secretary and Chair followed. For Secretary, Brandi
Mohler was nominated by George Schiro and seconded by Pamela Mukelsec.
A motion was made by John Kresbach to cease nominations and seconded
by George Schiro.
For
Chair, Bill Watson was nominated by George Duncan and seconded by
Gary Molina. A motion was made by John Kresbach to cease nominations
and seconded by George Schiro.
Brandi
Mohler for Secretary and Bill Watson for Chair were each confirmed
unanimously by voice vote.
George
Schiro announced an October meeting in Baton Rouge, Louisiana with
the Ray Krone as the keynote speaker. The Vendor location in the
Austin room was announced.
A
motion to close the business meeting was made by George Schiro and
seconded by John Planz.
Rockne
Harmon, formerly of the Alameda County District Attorney's office,
spoke about the use of familial searching for criminal investigations.
John
Planz of UNTHSC reviewed familial and kinship analyses and
stastistical considerstions.
Rhonda
Clark of the Harris County M.E. spoke about implementation and
validation for casework using the Biomeck 3000.
Bo
Scales and Brian Meheum of DNA Security presented an interesting Y
mixture case and discussed relevant statistical issues.
An
Expert Testimony Workshop by presented by George Duncan, Rockne
Harmon, Brian Wraxall, George Schiro and Joseph Warren.
John
Krebsbach offered to share the newest revisions from the final
version of the Quality Assurance Standards.
DAY
2
Maurice
Padilla with Applied Biosystems presented information about ABI's
latest releases on VALID software, new allelic ladders for both
Identifiler® and Yfiler, LIZ 600 size standard and
the expert system, GeneMapper® ID-X. Also discussed was the
development of their new combined dual quantification kit for Y and
genomic DNA.
Jack
Ballantyne of the University of Central Florida discussed three
areas of on going research utilizing Y STR for the detection of male
DNA. Data were presented that represented a range of post coital
intervals. Additionally, different techniques that would impact the
detection of male DNA and the formation of a Y database consortium
were discussed.
Bob
McLaren of Promega offered information on their new release of the
Plexor kit for the combined Y and genomic quantification of DNA.
Cami
Green from Promega and formerly of Sorenson Forensics and Myriad
presented validation data from troubled samples utilizing Y STRs and
Minifiler kits.
Bruce
McCord from Florida International University discussed the recovery
of human DNA from degraded and inhibited samples. The use of mini
STRs with low copy number samples and the effect that inhibitors have
on the amplification process were covered.
The
meeting concluded at 12:20.
